The Agenda: This week in local government

SOUTHEASTERN N.C. — Every Monday Port City Daily will share upcoming government meetings around the tri-county region. If there’s an item of public interest, we’ll include that below the listed meeting, too.

Monday, June 5

Wilmington City Council will hold an agenda briefing at 8:30 a.m. at city hall, 102 N. Third St. The meeting can be livestreamed on GTV8 and YouTube.

The New Hanover County Board of Education Equity, Diversity and Inclusion Committee will meet at 5 p.m. in the Board of Education Center, 1802 S. 15th St.  Meetings are live streamed here. The agenda includes an EDI strategic plan work session. 

Kure Beach Town Council will hold a legislative hearing for its proposed budget at 5 p.m. at town hall, 117 Settlers Lane. The agenda and budget can be viewed here.

Pender County Board of Commissioners will meet at 4 p.m. at the Pender County Public Assembly Room, 805 S. Walker St. The meeting can be livestreamed here. A few items on the agenda include:

  • A public hearing on the proposed fiscal year 2024 budget
  • Approval of FY 2023-2024 capital improvements projects plan
  • Special Use Permit Request for the construction and operation of a solar farm in the Burgaw, Columbia, and Union townships — on remand from the Superior Court by order issued May 22, 2022 (22 CVS 1029)

The New Hanover County Board of Commissioners will meet at 4 p.m. at 230 Government Center Drive in Wilmington. The meeting can be livestreamed on NHCTV and YouTube. A few items on the agenda include:

  • Public hearing on the fiscal year 2024 budget
  • Public hearing on a text amendment to NHC Planning and Land Use amending community information meeting standards
  • Public hearing on a rezoning request for 11.77 acres located at 6800, 6808, 6814, 6820, 6824 and 6828 Carolina Beach Road from residential to neighborhood business and moderate-density residential for a convenience store with fuel stations and 128-unit multi-family development; read PCD coverage here

Brunswick County Board of Commissioners will hold a 1 p.m. special meeting regarding the 2024 fiscal year budget. At 3 p.m. it will hold its regular meeting and the public is welcome to attend in person. Items on the agenda include:

  • ARPA nonprofit community assistant grants
  • Consider opioid settlement funds going to The Healing Place for addiction recovery services

Tuesday, June 6

The New Hanover County Board of Education will meet at 5 p.m. in the Board of Education Center, 1802 S. 15th St. The board will also have an EDI work session 30 minutes prior to the meeting, which will be livestreamed here. The agenda includes: 

  • Information on Lives in the Balance
  • Discussion on the legal services contract
  • Policy amendments 

The Wrightsville Beach Planning Board will meet at 5:30 p.m. at town hall, 321 Causeway Drive. No agenda was posted by press.

The Town of Burgaw Board of Commissioners will meet at 4:30 p.m. at the Historic Train Depot, 115 S. Dickerson St. A few items on the agenda include:

  • Consideration and public hearing of the FY24 budget
  • Consideration and public hearing about a change in the unified development ordinance pertaining to tree preservation and development
  • Resolution opposing Senate Bill 675 “Land Use Clarification and Changes.” Read PCD coverage of the legislation here.

The Wilmington Housing Authority Board of Commissioners will hold its annual meeting at 4 p.m. at Rankin Terrace Place, 415 N. 12th St. The Housing and Economic Opportunities Board of Directors annual meeting will follow immediately after; and Glover Plaza Board of Directors annual meeting will be after that.

The Pender County Planning Board will meet at 7 p.m. at the Pender County Public Assembly Room, 805 S. Walker St. in Burgaw. The meeting can be livestreamed here. A few items on the agenda include:

  • A rezoning request for two parcels, totaling 2.66 acres, from residential performance to general business
  • A rezoning for a 1.64-acre parcel from residential mixed conditional zoning district to general business
  • A rezoning for a 6.5–acre parcel from environmental conservation to residential performance

The Brunswick County Board of Education will meet at 6 p.m. in the Conference Room of The Center of Applied Sciences and Technology, 1109 Old Ocean Highway, Bolivia. Meetings can be livestreamed here. The agenda includes: 

  • Renewal of the three-year SRO agreement  

Surf City Town Council will meet at 4:30 p.m. at the Surf City Municipal Complex, 214 W. Florence Way. The meeting can be livestreamed on YouTube. A few items on the agenda include:

  • Surf City self-storage site plan approval
  • Pender ABC interlocal agreement

Topsail Beach Parks and Recreation Board will meet at 10 a.m. at town hall, 820 S. Anderson Blvd. The meeting livestream and agenda can be found here.

Wilmington City Council will meet at 6:30 p.m. at city hall, 102 N. Third St. The meeting can be livestreamed on GTV8 and YouTube. A few items on the agenda include:

  • A presentation on an urban forestry master plan
  • First reading and approval of the fiscal year 2024 budget
  • Resolution and ordinance authorizing the city manager to secure the performance of the city’s obligations under the purchase and sale agreement with River Ventures, LLC, for purchase of the northern downtown campus 

Belville Planning Board meets at 6:30 p.m. in the Commissioners’ Chambers, 63 River Road. Items on the agenda include project updates. The public can attend in person.

The Southport Board of Aldermen will meet at 6 p.m. to hold a public hearing on the proposed 2023-2024 budget in the community building, 223 E. Bay St. The meeting will be livestreamed here. 

Wednesday, June 7

The Wilmington Planning Commission will meet at 6 p.m. at city hall, 102 N. Third St. The meeting can be livestreamed on GTV8 and YouTube. A few items on the agenda include:

  • Closure of a portion of Willard Street a 66-foot wide, unimproved, right-of-way located west of S. Front Street to its terminus with a total length of approximately 330 feet in length. Read PCD coverage here.
  • Conditional District Rezoning: for 21.44 acres at 3743 Independence Blvd. from conditional office & institutional and high-density multiple-dwelling residential to regional business district for a master-planned development.
  • A conditional district rezoning at 2231 One Tree Hill Way from light industrial to manufactured housing for proposed RV campground.

The Surf City Parks, Recreation and Tourism Advisory Committee will meet at 3 p.m. at the Surf City Municipal Complex.

The North Topsail Beach Board of Aldermen will meet at 11 a.m. at town hall, 2008 Loggerhead Court. The meeting can be livestreamed here. A few items on the agenda include:

  • Ratification of the town manager’s execution of license agreement with Carolina Telephone and Telegraph for limited privilege and license to erect a community sign recognizing Ocean City to be placed on the property line.
  • Update from the Coastal Engineer on town projects
  • NCDOT memorandum of understanding

The New Hanover County Airport Authority meets at 5 p.m. in the ILM Conference Room, 1740 Airport Boulevard. Items on the agenda include:

  • Recommend approval of the FY24 Budget of $38,059,319 
  • Approve $4,609,185 base bid contract to Trader Construction for 650-space parking “November” lot and a change order to increase the total spaces to 950

Thursday, June 8

The Carolina Beach Planning and Zoning Commission will meet at 6 p.m. at town hall, 1121 N Lake Park Blvd. Meetings are livestreamed here. The agenda includes:

  • Map amendment to rezone 601 Augusta Ave. from conservation to residential zoning district
  • Conditional zoning to consider an event venue/bar at 205 Charlotte Ave. in the Central Business District

The Surf City Shoreline and Resiliency Committee will meet at 9 a.m. at the Surf City Municipal Complex, 214 W. Florence Way.

The Historic Preservation Commission will meet at 5:30 p.m. at city hall, 102 N. Third St. The meeting can be livestreamed on GTV8 and YouTube. The agenda can be found here.

Leland’s Economic Development Committee meets at 6 p.m. at Town Hall, 102 Town Hall Dr. Items on the agenda include:

  • Discussing the strategic plan first-year goals
  • Discussing business retention and expansion visits

The Southport Board of Aldermen will meet at 6 p.m. in the community building, 223 E. Bay Street. Meetings are livestreamed here. The agenda includes: 

  • Adopt a fund balance policy 
  • Approve dredging project contract
  • Noise ordinance amendment 
  • Petition for contiguous annexation 
  • Yacht Basin speed limit

Friday, June 9

The North Carolina State Ports Authority Finance Committee will meet at 3 p.m. in the Board Room of the North Carolina Maritime Building, 2202 Burnett Blvd. Members of the public may join in person. An agenda was not posted by press.
