Three charged after standoff, drug seizure on Wilshire Boulevard

WILMINGTON — An investigation into a report of an armed confrontation led to the arrest of three individuals, including a juvenile, and the seizure of a significant amount of drugs following a standoff in the 4000 block of Wilshire Boulevard on Wednesday morning.

Wilmington Police Department (WPD) officers arrived at the scene around 11:20 a.m. after receiving a call about two people pointing guns at an individual. They quickly identified an apartment unit the suspects had entered. Although the occupants initially opened the door, they swiftly closed it again, prompting officers to secure the building. While law enforcement maintained a perimeter, investigators observed one of the occupants discarding a bag containing drugs from a window.

Authorities then obtained a search warrant for the apartment. Due to the confirmed presence of firearms, as reported in the initial 911 call, and the occupants’ refusal to comply, the Cape Fear Regional Special Teams SWAT was called to the scene. The individuals then exited the residence. The subsequent search of the apartment revealed over four and a half pounds of marijuana, along with drug manufacturing paraphernalia and multiple firearms.

Quavon Hooper, 22, faces numerous charges, including possession of firearm by felon, possession with intent to manufacture/sell/deliver (PWIMSD) Schedule VI controlled substance, manufacture Schedule VI controlled substance, assault by pointing a gun, and resisting, delaying, or obstructing an officer. 

Heaven Richmond, 19, has been charged with PWIMSD Schedule VI controlled substance, manufacturing a Schedule VI controlled substance, felony possession Schedule VI controlled substance, and resisting, delaying, or obstructing an officer. Richmond is also being held without bond at the New Hanover County Sheriff’s Office Detention Center.

Both Hooper and Richmond are being held without bond at the New Hanover County Sheriff’s Office Detention Center. A juvenile was also taken into custody and is facing charges stemming from this investigation.
