
WILMINGTON — The Cape Fear Public Utility Authority Board swore in Wilmington City Council members Chakema Clinton-Quintana and David Joyner as its newest members, during its regular meeting Wednesday, Dec. 10.
Clinton-Quintana and Joyner were appointed by the Wilmington City Council to replace former city council members Charlie Rivenbark and Luke Waddell.
Clinton-Quintana was elected to Wilmington City Council in November 2025 and is the Director of Live Oak Bank’s Channel small business center in Wilmington. She serves in leadership roles with several civic organizations, including as a member of the Wilmington Chamber of Commerce’s Board of Directors and as Board Chair of the OOPS Foundation.
Joyner has served on Wilmington City Council since 2023 and is an Assistant District Attorney with the New Hanover and Pender County District Attorney’s Office. He serves on several council committees, including the audit and Wilmington Downtown, Inc. committees.
CFPUA is administered by an 11-member board appointed by the Wilmington City Council and the New Hanover County Board of Commissioners.
