
BURGAW — A Pender County Schools educator has been tapped to help lead a new bipartisan effort to reshape North Carolina’s public school policy.
Lisa Godwin, the district’s Beginning Teacher Coach and 2017 North Carolina Teacher of the Year, was named Tuesday to the Blue Ribbon Commission on Public Education. The 28-member group was established March 10 by Governor Josh Stein, Senate President Pro Tem Phil Berger, and House Speaker Destin Hall to conduct a comprehensive review of the state’s K-12 system.

The commission is tasked with examining four key areas: teacher training and student advancement, administrative operations, educational leadership, and accountability. The group is expected to develop a list of policy recommendations by Dec. 31, 2026, ahead of the General Assembly’s 2027 long session.
“Lisa Godwin brings years of experience and a strong understanding of public education in North Carolina to this commission,” Pender County Schools Superintendent Brad Breedlove said. “She knows the work, she knows what teachers and schools face day to day, and she will represent Pender County Schools well. We’re glad to see her included in these conversations.”
Godwin, who previously served as a teacher advisor to the State Board of Education, currently works across the district to support educators entering the profession. Her appointment makes her one of several high-profile education leaders on the commission, alongside State Superintendent Mo Green and UNC System President Peter Hans.
