WPD releases dashcam video following ‘bizarre’ credit union incident (with video)

The Wilmington Police Department released dashcam video after arresting two people Tuesday in what was described as a “bizarre” incident at the State Employees Credit Union.

According to Wilmington Police Department Spokeswoman Lucy Crockett, officers arrested Roy Augusta Smith II after police responded to the credit union at 3500 Converse Drive in Wilmington. Crockett said credit union employees reported a man entered the building and approached a teller at about 1:30 p.m. Tuesday.

The suspect extended his hand as if to indicate he wanted something, but did not present a weapon, Crockett said.  When the teller did not respond, the man walked over to a woman and her child at the change machine and grabbed a dollar and some change the woman had on the counter.

The suspect walked out of the bank and got into the passenger side of a tan vehicle, Crockett said. Credit union employees activated a panic alarm and the bank went on lockdown.

A Wilmington Police K-9 Unit and investigators were able to stop the vehicle on Independence Boulevard and removed Smith and the driver, Shanita Wynette Reid, from the vehicle.

Video from the incident was released Wednesday following a review by the Wilmington Police Department Internal Affairs Department, according to Malissa Talbert, communications manager for the City of Wilmington.

“Any time officers use force during an arrest, they are required to provide additional documentation, which is then reviewed by internal affairs to make sure procedures were appropriately followed,” Talbert said.

Smith was taken to New Hanover Regional Medical Center for suspected drug use, Crockett said. He was later booked at the New Hanover County Detention Center and placed under a $10,000 bond.

Reid was charged with resisting, obstructing and delaying an officer. She posted bond and was released from jail.
