
TOPSAIL BEACH — Doug Shipley, the town manager for Topsail Beach, announced his resignation, effective Aug. 29.

Shipley, who has served as town manager since 2022, sent his letter to Mayor Frank Braxton and commissioners on Wednesday, June 26. Shipley explained his decision, stating the goals he was set out to do have changed.
“In recent months, it has become clear that the political environment in Topsail Beach is evolving, bringing with it a shift in priorities and governance objectives,” Shipley wrote. “These new directions … differ significantly from the strategic goals and framework under which I was brought on to serve.”
He expressed it is in the town’s best interest for new leadership to carry out the vision now taking shape.
Still, Shipley expressed pride in progress made during his tenure, including advancements in infrastructure planning and fiscal responsibility. He has committed to ensuring a smooth transition by assisting with onboarding his successor and preparing key documentation.
Topsail’s town manager formerly worked as the director for Pender County Parks and Recreation from 2018 to 2019 and as Pender assistant county manager from 2019 to 2022.
The Topsail Beach Board of Commissioners will now begin the process of finding Shipley’s replacement.
Port City Daily reached out to Shipley, Braxton, and all commissioners for comment. A response was not received by press.

Mayor Braxton and Board of Commissioners,
After thoughtful reflection, I have decided to submit my resignation as Town Manager of the Town of Topsail Beach, effective August 29, 2025. Per the terms of my contract, I am obligated to give two months notice in writing, which I am doing here. It has been a privilege to serve this town, its residents, and its dedicated staff. When I accepted this role, I was inspired by a shared vision of sustainable growth, transparent governance, and community-driven development. Together, we’ve made meaningful progress in areas such as infrastructure planning, fiscal responsibility, technological advancement, and civic engagement—progress I remain deeply proud of.
In recent months, it has become clear that the political environment in Topsail Beach is evolving, bringing with it a shift in priorities and governance objectives. These new directions reflect the will of the community and its elected leaders. However, they differ significantly from the strategic goals and framework under which I was brought on to serve. As such, I believe it is in the best interest of the town—and in keeping with the spirit of leadership continuity—for someone new to carry out the vision now taking shape.
I remain committed to supporting a smooth and effective transition. My door is open to assist with onboarding a successor, preparing key documentation, and ensuring that projects currently underway continue with minimal disruption.
Thank you again for the opportunity to serve the Town of Topsail Beach. I carry with me the relationships, lessons, and accomplishments of this chapter with deep appreciation.
