Surf City Police arrest Hampstead sex offender for attempting to kidnap 11-year-old boy

SURF CITY — Surf City Police officers arrested a registered sex offender from Hampstead after he attempted to kidnap an 11-year-old male on Sunday.

According to the SCPD, officers received a complaint that Randall Bryant, 44, “attempted to lure a juvenile from a public place into his vehicle.”

Bryant left the area but responding officers were able to identify the vehicle he was traveling in and pulled him over.

“Officers that were attempting to detain Bryant were met with physical resistance and use of force was applied,” according to a WPD release on Monday afternoon.

Bryant was charged with the following:

  • One count Attempted Second Degree Kidnapping
  • One count Resist, Delay, Obstruct Arrest
  • One count Simple Assault
  • One count Intoxicated and Disruptive
  • Two counts Communicating Threats

The man was taken into custody at the Pender County Jail and placed under a $32,000 bond. He is required to maintain a lifetime sexual offender registry based on prior convictions, according to the SCPD.

Officers with the SCPD are further investigating the incident.
