
WILMINGTON — The Wilmington Police Department is asking for the public’s help finding a Leland man who went on a reckless vehicular rampage in downtown Wilmington, prior to Hurricane Florence.
Police have obtained warrants for Elgin Levar Brown, 31, of Leland, for charges including hit-and-run, reckless driving, and operating a motor vehicle on the sidewalk. According to witnesses, Brown was driving a gray Honda Accord around 2 a.m. on September 2. Traveling north on Front Street he struck the Cape Fear Historic Byway at the Ann Street intersection.
Police provided a vivid account of the incident leading to these charges:
Following this incident, witnesses observed the vehicle dragging the sign and driving on the sidewalk for one block. The pedestrians on the sidewalk jumped into nearby bushes to avoid being struck. The vehicle then turned right onto Dock Street and continued eastbound.
Once in the 200 block of Dock Street, a witness photographed the suspect vehicle. The witness also observed the suspect removing car parts and dislodging the signs from underneath his car. Brown fled the scene after discarding the sign and car parts in the street, which another witness was able to take photos of. The sign was later stolen by an unknown person, according to a witness.

The Wilmington Police Department is currently working to obtain footage of the incident.
