WILMINGTON — Francis Joseph “Frank” Hoover, a beloved father, grandfather, great-grandfather, and friend, passed away peacefully on September 22, 2026, in Wilmington, NC, at the age of 93. Born on April 1, 1933, in Old Forge, PA, Frank lived a life full of love, dedication, and service.

Frank was the cherished son of the late Alphonsus and Anna Catherine Hoover. He was also preceded in death by his beloved wife, Katherine L. “Lou” Hoover, with whom he shared a beautiful life filled with laughter and love. He is reunited in rest with his siblings, Joseph Hoover, Ann Dalton, and James Hoover.

A graduate of high school in Old Forge, PA, Frank was known for his basketball prowess and leadership both on and off the court. His love for sports continued throughout his life, as he enjoyed golfing, bowling, and even playing basketball well into his later years. He also dedicated time to his community as a little league baseball umpire, sharing his passion and knowledge with younger generations.

Frank served honorably in the Navy, where he met the love of his life, Lou, at the Peppermint Beach Club in Virginia Beach. Together, they built a family centered around faith and love, highlighted by Frank’s busy involvement in the churches he attended. His commitment to his faith was further exemplified through his role as Associate Pastor at the First Church of the Nazarene in Wilmington, NC.

Frank devoted 28 years of his career to computer management for the Federal government, a testament to his dedication and work ethic. After retiring from federal service, he continued to serve his community as a security guard at Cape Fear Community College.

He leaves behind a loving family who will forever cherish his memory: his children, Karen Brumm of Wilmington, NC; Daniel Hoover of Bridgeport, WV; and David Hoover and his wife Victoria of Leland, NC. Frank was the greatest “Papa” to his grandchildren, Rob Brumm (Nikki), Sarah Davis (Scott), Andrew Hoover (Cheyenne), Joshua Hoover (Christopher Jones), Rachel Smith (Scott), and Benjamin Hoover (Katelyn). His legacy extends to his great-grandchildren, Tony, Austin, Ryley, and Logan Brumm; Caden Davis; Bronson and Raven Hoover; Lawson and Liam Hoover; Taylor Smith, and the eagerly anticipated great-grandson, Lowan.

Frank was known for being the life of the party, a gentle and friendly soul whose presence brought warmth and joy to those around him. His humor, kindness, and unwavering love profoundly impacted all who had the privilege of knowing him.

In lieu of flowers, the family suggests donations be made to Lower Cape Fear LifeCare Hospice in Frank’s memory.

As we remember Frank, let us celebrate the remarkable life he lived and the legacy of love and laughter he leaves behind.
