

NEW HANOVER COUNTY — A more than three-month nationwide investigation led to human trafficking charges and locating victims in the Wilmington area.
The New Hanover County Sheriff’s Office, in partnership with FBI Wilmington and the Onslow County Sheriff’s Office, has conducted a months-long investigation about human trafficking. In August, the FBI Wilmington Human Trafficking Task Force participated in “Operation Cross Country,” a U.S.-wide, FBI-run campaign.
The search concluded there were victims in the Wilmington area being trafficked out of a storage facility and local motels. Eight victims were located, and two subjects were identified.

On Aug. 31, Terrence Luines was charges with three counts of promotion of prostitution and three counts of profiting from the promotion of prostitution. On Nov. 11, Luines was charges with an additional four counts of promotion of prostitution and four counts of profiting from promotion of prostitution. He received a $520,000 secured bone.
On Oct. 20, another defendant, Daniel Collin Nixon, was taken into custody on Market Street for outstanding charges related to promotion of prostitution. Nixon was charged with four counts of both promotion of prostitution and profiting from promotion of prostitution. He received a $150,000 bond.
The NHCSO said the investigation is still ongoing.
