Phase two of Amberleigh Shores to bring more than 250 new apartments

WILMINGTON — Plans to begin construction for phase two of a nearly 600-unit apartment complex on Market Street have been submitted to the City of Wilmington, for approval. The second phase of the development will add an additional 287 units to the apartment complex.

The development for phase two is 16.26 total acreage, and the entire apartment complex will be more than 42-acres when complete. Amberleigh Shores is just one of several new developments located in the northern part of New Hanover County in the Ogden and Porters Neck regions. According to Associate Planner Jeff Walton, the property was voluntarily annexed into the City of Wilmington in 2012, and phase two was annexed in 2016.

Amberleigh Shores is located at 7770 Market Street, the home to the now closed Jones’ Fish Camp along with some wooded property, but there seems to be some confusion with the current zoning of the property.

According to plans submitted by Paramounte Engineering on behalf of Flournoy Development Company, the property is currently zoned as multi-family medium density. In an email to city planning staff, Thomas Johnson, a land use lawyer of Nexsen Pruet, said he was under the impression that a multi-family development is a residential district, but the city has indicated the zoning falls into the commercial category.

Walton said that the multi-family medium zoning setbacks are similar to residential setbacks but fall into their own category.

If the property were considered commercial, it would require a larger setback than a residential property, Johnson said.

Requests for more information on the development from Flournoy Development Company went unanswered at time of publication.
