
WILMINGTON — The N.C. Education Lottery has a new winner in New Hanover County resident Steven Milligan.
Milligan purchased a Sapphire 7s scratch-off from the Gas Center on Market Street and received a $200,000 return for a $5 investment. The prize awarded $142,021 after state and federal taxes.
The lottery debuted Sapphire 7s in December. Six $200,000 prizes were available to claim; only one remains.
