
WILMINGTON — The Wilmington Urban Area Metropolitan Planning Organization has announced the projects selected for funding through the fiscal years 2026 through 2030 Locally Administered Projects Program.
The WMPO Board of Directors approved five projects at its November meeting following a competitive application and scoring process open to WMPO’s member jurisdictions.
“These projects reflect targeted investments that will make everyday travel safer and more connected,” WMPO Executive Director Mike Kozlosky said in a press release. “We appreciate the strong collaboration with our member jurisdictions in advancing projects that respond directly to community needs.”
This cycle, WMPO received 10 applications requesting more than $14.4 million in funding. Based on available funds and scoring results, the board approved the following projects and allocations:
- Kerr Avenue Trail, $2,681,347
- S. College Road/17th Street to Piner Road Multiuse Path, $2,628,755
- Signal Installation at SR 1438 (Lanvale Road) and SR 1472 (Fletcher Rd NE/Village Road), $1,500,000
- Signal Installation at SR 1563 (Sloop Point Road) and SR 1565 (Country Club Road), $1,508,119
- Signal Installation at U.S. Highway 421 (Lake Park Boulevard) and Federal Point Driveway, $191,204
The LAPP is a biennial program that distributes federal funds, including Surface Transportation Block Grant Direct Attributable (STBG-DA), Transportation Alternatives Set-Aside (TA), and Carbon Reduction Program (CRP) funds, to locally sponsored transportation projects. Applications are evaluated using criteria adopted by the WMPO Board as guided by its 2050 Metropolitan Transportation Plan.
With the board’s approval, WMPO will begin working with project partners and the North Carolina Department of Transportation to move each project into development. Under the updated LAPP structure, funds for this cycle are programmed through 2028. A special call for additional applications will be issued in summer 2026 to consider funding opportunities for later years within the program window.
