

WILMINGTON — A 43-year-old and 57-year-old were arrested on Dec. 31 for carrying fentanyl and crack cocaine.
Kelvin Hankins, 57, has been charged with possession with intent to distribute a schedule II controlled substance, possession of drug paraphernalia, felony maintain vehicle/dwelling, controlled substance, M/S/D/P controlled substance within 1,000 feet of park, open container alcohol violation, and no operators license.
Hankins is being held under a $7,500 secured bond at the NHSO Detention Center.
43-year-old Julie Strickland is charged with felony possession Schedule II controlled substance and possession of drug paraphernalia. She is being held without bond at the NHSO Detention Center.
According to the Wilmington Police Department, officers observed a vehicle in the 900 block of South Tenth Street without a functioning brake light around midnight. Officers reported an open container located in plain view, which prompted a search of the vehicle.
Officers located drug paraphernalia, 2.9 grams of fentanyl, and 32 containers holding approximately 0.1 grams of crack in each one.
