SURF CITY — Pender County Planning Director Kyle Breuer is resigning to take on leadership of the county’s fast-growing island town.
Breuer has been appointed to Surf City’s town manager position and will begin work January 15.

“Surf City is excited to bring Mr. Breuer on board,” Mayor Doug Medlin said in a Wednesday morning release. “His vast knowledge of the Topsail Community and planning background will be a big asset to the town.”
Breuer also issued his own statement.
“I am extremely grateful of the opportunity to have been a part of an organization like Pender County, where I’ve been able to learn and grow in my role as planning and community development director,” Breuer said. “I look forward to the opportunity to be able to work with the citizens, mayor, council, and staff of Surf City and to be able to build on the great things that are ongoing and planned for the Town.”
In July the town voted to hire a new town manager, a week after Surf City Police officers were dispatched to a verbal altercation between the current town manager and the mayor’s personal assistant. Town leaders, including Mayor Medlin, did not respond to whether the decision to seek a new town manager was related to the incident.
Town leaders have indicated that Ashley Loftis, who led the administration of the town since she was appointed interim town manager in early 2018, will step back to her role overseeing the town’s finances.
