CAROLINA BEACH — A seven-unit residential development could be the next addition to beachfront property located along Lake Park Boulevard in Carolina Beach. The Carolina Beach Town Council will hold a public hearing Tuesday to consider allowing a conditional use permit to allow for the development located at 2 and 4 Texas Avenue.

The two lots would have to be combined into one 30,000 square-foot lot, which according to the town’s density ordinances would allow for a total of 12 units.

The proposed development, named Windward Isles, would consist of three single-family homes, two two-unit townhomes, and a swimming pool. The property resides within the multi-family district zoning, which requires a conditional use permit for any planned unit development.

According to the Town Council’s agenda packet, Texas Avenue is currently gravel and has four, town-provided parking spaces, a dune crossover, and temporary bathrooms. In order for the town to approve the permit, the developer must adhere to three requirements including the enhancement of access with additional public parking and improving public access.

“The applicant proposes to pave Texas Ave providing a 24-foot access aisle with four 90-degree parking spaces, one with an ADA van accessible space and will also be installing two

lf cart parking spaces … The new beach access with have a handicap ramp from the handicap space as well as access steps. The temporary bathroom facilities and trash can will be located beside the dune beach crossover. The applicant will also be improving pedestrian access to the beach by installing a crosswalk on South Lake Park Boulevard,” according to the agenda.

The developer will also be installing a new fire hydrant on Texas Avenue, upgrading Texas Avenue’s water line, as well as paying a stormwater development fee.

The developer is also requesting a waiver to allow a corner setback of only 10.47-feet opposed to the typically required 12.5-foot setback.

Preliminary plans have been submitted to the town council that show the single-family homes having a height of 47-feet and the townhomes with a height of 42-feet.

The public hearing will take place at 6:30 p.m., Tuesday, Nov. 14 at Town Hall.
