NEW HANOVER COUNTY — The county Sheriff’s Animal Services Unit made two felony animal cruelty arrests last week; both defendants appeared in court today.
Elijah Bernard Hansley

Animal Services served two warrants on Elijah Bernard Hansley for mistreatment leading to the death of his dog; one warrant was for felony animal cruelty and one was for misdemeanor failure to vaccinate. Postmortem tests confirmed injuries, lack of proper vet care and a heart worm infestation contributed to the dog’s death.
Hansley was arrested at his residence at 106 Blount Drive in Wilmington on Saturday, July 29. Hansley was issued a $10,000 secured bond. His first appearance was in court on Monday at 2 p.m.
Jasmine Atoinette Goodman
Animal Services served a warrant to and arrested Jasmine Atoinette Goodman for felony animal cruelty. Animal Services believed Goodman failed to provide food and medical treatment for “Rocky,” her Yorkshire Terrier; the dog was found dead at Goodman’s apartment on July 21. A postmortem examination of Rocky revealed the cause of death was starvation.
Goodman was arrested on Friday, July 28 and issued at $25,000 secured bond; she appeared in court on Monday at 2 p.m.
