U.S. Marshals: Fugitives wanted in Wilmington considered armed and dangerous

Update August 27, 2019 – Mahala Rose Greer turned herself into law enforcement. She is currently on probation and complying with all requirements issued by her supervisors, according to Probation Officer Eric Graf.

U.S. Marshals in the Wilmington area are seeking information from the public about three fugitives wanted on various charges including rape of a child, absconding from probation and marijuana distribution.

The U.S. Marshals Service Eastern District of North Carolina Violent Fugitive Task Force in Wilmington is comprised of the Wilmington Police Department, the New Hanover County Sheriff’s Office, and N.C. Department of Public Safety.

According to U.S. Marshals, all fugitives should be considered armed and dangerous. Anyone with information about these fugitives is asked to text tips the U.S. Marshals Service anonymously at 910-759-7314.

Robert Camell Armstrong, 34, of Leland, is wanted on violations from the N.C. State Probation. Armstrong, also known as “Moose” or “Scoop,” was on supervised release on a charge of heroin possession when he absconded in May 2013.

According to the N.C. Department of Corrections, Armstrong was convicted of felony attempt to sell or deliver a schedule I controlled substance, felony possession with intent to sell a schedule I controlled substance and misdemeanor resisting a public officer on March 15, 2012.

Armstrong is from the Leland area but also has ties to Wilmington. In March 2015, Armstrong allegedly assaulted a female in the Creekwood Housing Community and a warrant was subsequently issued by the Wilmington Police Department.

Armstrong is a 6-foot 1-inch tall black male who weighs approximately 200 pounds. He has the following tattoos:  “Death Before Dishonor” across his chest; “Moose” on his left forearm; and “Paige” on his neck.

Eliseo Duran-Castillo, 31, is wanted by the Wilmington Police Department on a charge of rape of a child, which stems from a 2012 incident. During the time of the alleged incident, Duran-Castillio lived in the Wilmington area near Shipyard Boulevard and worked as a painter. He is a Hispanic male who is about 5 feet 2 inches tall and weighs 150 pounds.

According to records with the police department, detectives in Wilmington began their investigation into Duran-Castillo in May 2012. He is charged with sexually assaulting three child victims — two children under the age of 6 and another under the age of 13 — at the time of the offense.

Mahala Rose Greer, 32, is wanted by the U.S. Marshals Service on a federal indictment for marijuana distribution. She fled the Wilmington area in 2011 after the warrant was issued. Greer is originally from New Mexico but has lived in the Raleigh area, as well as California and Washington State.

Greer is a black female with a light complexion, who is 5 feet 2 inches tall and weighs 150 pounds. She has tattoo of a red rose on her right breast.
