LIEP applications open, help qualified households pay for heating bill this winter

NEW HANOVER COUNTY — Qualified households can apply for the federally funded Low Income Energy Assistance Program (LIEAP), administered by new Hanover County Health and Human Services. The program began on Dec. 1 to help folks pay their heating bills during winter months via a one-time annual utility payment.

The first round was open to elderly over 60 and disabled populations. LIEAP will make automated payments so folks don’t have to visit the agency in person, due to Covid-19. To qualify for the 2020-2021 LIEAP season, a member of the household must:

  • Be 60 or older, or a person with a disability receiving services through the Division of Aging and Adult Services (DAAS);
  • Currently receive Food and Nutrition Services and
  • Have received LIEAP during the 2019-2020 season.

Folks who qualify may have already been notified by the NC Department of Health and Human Services. If not, potential applicants should call 910-798-3500 to receive instructions on how to move forward.

Starting January 2, 2021, all other households in need of assistance can submit the application. Eligible households must include:

  • At least one U.S. citizen or non-citizen who meets the eligibility criteria
  • Income equal to or less than 130% of the federal poverty limit
  • Saving and checking accounts or cash on hand at or below $2,250
  • Responsibility for heating costs

Applications can be downloaded from SocialServices.NHCgov.com and will need to be turned in on online through the Epass portal. Applications also can be submitted via email to DSSinfo@NHCgov.com.

Households may also apply in person at 1650 Greenfield Street as long as they comply with social distancing and wear masks in the county facility.

Applications are open through March 31, 2021 or until funds are exhausted. Payment amounts are based on household size and income.
