The Agenda: Rezonings along CB Road, Pender considers new revaluation timeline

SOUTHEASTERN N.C. — Every Monday Port City Daily will share upcoming government meetings around the tri-county region. If there’s an item of public interest, we’ll include that below the listed meeting, too.

Monday, September 4

Government offices and operations are closed for Labor Day.

Tuesday, September 5

Topsail Beach Parks and Recreation Board will meet at 10 a.m. at town hall, 820 S. Anderson Blvd.

Pender County Commissioners will meet at 4 p.m. at the Pender County Public Assembly Room, 805 S. Walker St. The meeting can be livestreamed here. A few items on the agenda include:

  • Resolution advancing the real property revaluation cycle from eight to seven years, effective Jan. 1, 2023, and every four years thereafter
  • A report from the Pender County Fire Marshall’s Office
  • A presentation of child fatality team report for 2022

The New Hanover County Board of Commissioners will meet at 4 p.m. at the NHC Historic Courthouse, 24 N. Third St. The meeting can be livestreamed on NHCTV and YouTube. A few items on the agenda include:

  • A public hearing on a joint application with the City of Wilmington to the Edward Byrne Memorial Justice Assistance Grant for 2024 funding for $80,419
  • Public hearing on rezoning for four parcels on Carolina Beach Road from R-15 to R-5 for a maximum of 46 townhomes
  • Adoption of a resolution authorizing the application for Surface Transportation Block Grant Program- Direct Attributable funds for North College Road Trail construction

Surf City Town Council will meet at 4:30 p.m. at the Surf City Municipal Complex, 214 W. Florence Way. The meeting can be livestreamed on YouTube. A few items on the agenda include:

  • A public hearing for a special use permit for a boat storage facility with 72 spaces
  • A public hearing for a special use permit for boat storage for 20 spaces
  • A budget amendment to accept $63,374 from insurance to cover repairs for a town fire engine involved in an accident in March 2022

The Brunswick County Board of Commissioners will meet at 3 p.m. at 30 Government Center Dr. in Bolivia. The agenda is listed here; the public is welcome, but the meeting is not livestreamed.

The Brunswick Board of Education will meet at 6 p.m. in the conference room of the Center of Applied Sciences and Technology, 1109 Old Ocean Highway in Bolivia. Items included on the agenda: Policy updates, such as student survey, parental involvement, and reporting criminal behavior. The meeting can be livestreamed here.

City of Wilmington Council will meet at 6 p.m. at City Hall in council chambers, 102 N. Third St. Items on the agenda include multiple public hearings, including a rezoning of 23.33 acres at 3818 Carolina Beach Road and 3930 Independence Boulevard from R-15, moderate-density single-dwelling district to MD-17(CD), high-density multiple-dwelling residential (conditional district) for a 257-unit residential development (read more from PCD here). Council also will discuss:

  • An ordinance expanding the residential parking program and adding new parking time limits on the 300 block of South Front Street.
  • Resolution authorizing the sealed bid sale of 115 N. 3rd Street, determined surplus in February as the city sought purchasing the ThermoFisher Building (read more here)

Wilmington Housing Authority Community Outreach and Resident Services Committee will meet at 3 p.m. at Creekwood, 714 Emory St.

Wednesday, September 6

Wilmington Planning Commission will meet at 6 p.m. at city hall, 102 N. Third St. The meeting can be livestreamed on GTV8 and YouTube. A few items on the agenda include:

  • A conditional rezoning request for 5.82 acres at 6120 Oleander Drive from community business to office and institutional for a proposed mixed-use project of 192 residential units and 20,700 square feet of office and commercial space
  • A conditional district rezoning for 1.96 acres at 3715 Carolina Beach Road for expansion of an existing automobile repair and services establishment
  • A conditional district rezoning of 0.87 acres at 6705 and 6711 Greenville Loop Road from R-15 moderate-density to R-10 medium-density single-dwelling for a three-lot subdivision

The Topsail Beach Board of Commissioners will hold a workshop at 2 p.m. at town hall, 820 S. Anderson Blvd. to discuss conditions in the rezoning request for The Point. The agenda and meeting can be livestreamed here.

Surf City Parks, Recreation and Tourism Advisory Committee will meet at 3 p.m. at the Surf City Municipal Complex, 214 W. Florence Way.

The North Topsail Beach Board of Aldermen will meet at 11 a.m. at town hall, 2008 Loggerhead Court. The meeting can be livestreamed here. The agenda includes a public hearing on proposed text amendments to the UDO for protection of wetlands.

Pender County Planning Board will meet at 7 p.m. at the Public Assembly Room, 805 S. Walker St. The meeting can be livestreamed here. A few items on the agenda include:

  • Approval of Pender County bicycle and pedestrian plan
  • A master development plan proposal for 285 units on 72 acres on Hoover Road
  • A text amendment to the UDO striking language that refers to criminal penalties for violation of planning and development ordinances

Cape Fear Public Utility Authority will hold two meetings: the first at 9 a.m. for the finance committee and the second at 10 a.m. for the executive board. The finance agenda includes a $29,485,040 contract award to TA Loving Company for Northern Regional Pump Station, phase B; a $13,067,660 contract agreement with Crowder Construction Company for Southside Wastewater Treatment Plant replacement and upgrade project; and a $1,555,000 contract amendment for Carollo Engineers Inc. for Northern Regional Pump Station, phase B. The executive board agenda includes the attorney and executive director reports.

The New Hanover County Airport Authority will meet at 5 p.m. The agenda includes consideration of a supplemental agreement for Monteith Construction to perform additional terminal expansion work related to Atrium Lobby renovations and installation of new HVAC equipment for NTE $2,307,486 and a $500,000 supplemental agreement for TSA HVAC for NTE.

Thursday, September 7

The New Hanover County Planning Board will meet at 6 p.m. at the NHC Historic Courthouse, 24 N. Third St. The meeting can be livestreamed on NHCTV and YouTube. Items on the agenda include a presentation regarding electric vehicles parkings and a public hearing to rezone 12.68 acres at 5322 Carolina Beach Road, zoned B-2, regional business, and R-15, residential, to (CZD) RMF-M, residential multi-family – moderate density for a 200-unit townhome development (read more from PCD here).

Surf City Promotions, Special Events and Tourism Advisory Committee will meet at 3 p.m. at the Surf City Municipal Complex, 214 W. Florence Way.

Leland Town Council will hold a special meeting at 6 p.m. in town hall; it will temporarily suspend the board and committees rules of procedure, go into closed session, and thereafter re-enact the rules. 

Leland’s Economic Development Committee will also meet at 6 p.m. in town hall. The agenda includes staff and board monthly updates and proposed text amendment to modify Leland’s noise ordinance. 

Oak Island Town Council will meet at 6 p.m. in Council Chambers, 4601 E Oak Island Drive. An agenda was not posted by press. The meeting can be livestreamed here.

Wilmington Housing Authority Finance and Development Committee will meet at 8:30 a.m. at the WHA main office, 1524 S. 16th St.

Friday, September 8
