WILMINGTON — After meeting privately with City Council members and other city staff, Developer Roy Carroll has resubmitted plans for The Avenue project on Military Cutoff, nearly six months after the project was withdrawn over traffic concerns.
Attorney Michael Lee, who represents the project, and Carroll himself have been meeting with city staff – including Transportation Planning Manager Mike Kozlosky and Deputy City Manager Tony – and with individual City Council members.

According to Spokesman Dylan Lee, Wilmington’s planning staff has not had a chance to review the application.
Next week, City Council will hold a public hearing on a proposed land use amendment that would impact the way the city will handle The Avenue project. The amendment would allow parts of The Avenue project to be negotiated through a development agreement, which would allow City Council and staff to continue to meet privately with Carroll and his team.
City staff is expected to present suggestions on how to increase transparency of this process – an issue that has sparked concern with some city council members.
