Detectives charge 69-year-old Hampstead man with another child sex offense

PENDER COUNTY — More charges have been filed in the case of a Hampstead man charged with sex acts involving several child victims dating back as far as 1979.

This week, 69-year-old Haywood Elwood Garner Jr. received an additional charge of indecent liberties with a child, stemming from an alleged sexual assault that took place between 2001 and 2002, according to Pender County Sheriff’s Office Capt. James Rowell. The victim was 7-years-old at the time of the assault.

Though several of Garner’s alleged victims have come forward, sheriff’s office detectives allege there may still be more victims, Rowell said.

Garner, of 468 Peanut Road in Hampstead, faces four counts of indecent liberties with a child, first-degree sexual offense, first-degree sexual offense of a child, first-degree forcible sexual offence, two counts of crimes against nature, assault on a child under 12, and sexual battery.

He was arrested on Oct. 21, 2016. Since his arrest, Pender County Sheriff’s Detective Sgt. J.O. Leatherwood said, “seven other victims have come forward and reported being assaulted by Haywood Elwood Garner as far back as 1979.”

The most recent case involved a 4-year-old victim. According to arrest warrants, the incidents took place sometime between September 2015 through September 2016.

A search warrant indicates the mother of the victim contacted the Pender County Sheriff’s Office last year and reported child had allegedly been sexually abused by Garner. The child victim had been known to Garner, who is alleged to have inappropriately touched the child and gave her back rubs.

The search warrant executed by the sheriff’s office at his Peanut Road home in Hampstead, was for the seizure of several items, including massage oils.

Warrants indicate other victims in the case were either under the age of 13 or 16 at the time of the offense.

Garner’s bond has been raised since his arrest last October. He remains booked at the Pender County Jail under a $1,625,000 secured bond.

“The Pender County Sheriff’s Office believes there may be additional victims,” Rowells said.
