Gang members arrested, heroin seized in multi-agency investigation

Six people were arrested and more than 2,000 bindles of heroin were seized last week in an investigation by area law enforcement into the distribution of heroin at a Wilmington public housing community by local Blood gang members.

The New Hanover County Sheriff’s Office Vice-Narcotics Unit, along with the Wilmington Police Department and FBI Safe Streets Task Force, began an investigation into heroin trafficking by local gang members in November 2013, according to sheriff’s office spokesman Sgt. Jerry Brewer.

The investigation focused on validated Blood gang members and their associates who were reportedly receiving large quantities of heroin from other states and later transporting, manufacturing and distributing this heroin in the Creekwood public housing community and adjacent neighborhoods, Brewer said.

Detectives conducted a search warrant at 314 N. 30th St. on Feb. 18, Brewer said. The search led to the arrest of six people and the seizure of approximately 2,600 bindles of heroin, cocaine and several thousand dollars.

Kwintell McLucas, 22, was charged with two counts of trafficking heroin by possession, trafficking heroin by transportation, trafficking heroin by sale, trafficking heroin by delivery, conspiracy to traffic heroin, two counts of possession with intent to sell and deliver heroin, maintaining a dwelling or vehicle for a controlled substance and two counts of possession of drug paraphernalia. He was placed under a $1 million secured bond.

Jermaine Rogers, 35, was charged with trafficking heroin by possession, trafficking heroin by transportation, trafficking heroin by sale, trafficking heroin by delivery, possession with intent to sell and deliver heroin, maintaining a dwelling or vehicle for a controlled substance and possession of drug paraphernalia. He posted a $50,000 secured bond and was released from jail.

Desmond Hines, 25, was charged with trafficking heroin by possession, trafficking heroin by transportation, trafficking heroin by sale, trafficking heroin by delivery, conspiracy to traffic heroin, possession with intent to sell and deliver heroin and possession of drug paraphernalia. He was placed under a $1 million secured bond.

Keyshaun Flowers, 21, was charged with trafficking heroin by possession, trafficking heroin by transportation, trafficking heroin by sale, trafficking heroin by delivery, conspiracy to traffic heroin, possession with intent to sell and deliver heroin and possession of drug paraphernalia. He was placed under a $1 million secured bond.

Rakeem Wilson, 25, was charged with trafficking heroin by possession, trafficking heroin by transportation, trafficking heroin by sale, trafficking heroin by delivery, conspiracy to traffic heroin, possession with intent to sell and deliver heroin and possession of drug paraphernalia. He was placed under a $1 million secured bond.

Darren Zanders, 47, was charged with possession with intent to sell and deliver cocaine, manufacturing cocaine, maintaining a dwelling or vehicle for a controlled substance and possession of drug paraphernalia. He posted a $2,000 secured bond and was released from jail.

Man arrested on heroin charges in unrelated heroin investigation

A 35-year-old man was arrested and more than 100 bindles of heroin were seized in a search conducted at an apartment on South Ninth Street last week.

Abdul Ramont McKoy, 35, was arrested Feb. 19 on several heroin charges in an unrelated investigation, Brewer said. A search warrant was conducted 115 South 9th St., Apt. A, where detectives recovered 120 bags of heroin.

McKoy has been charged for trafficking heroin, possession with intent to manufacture, sell and deliver a schedule I controlled substance, felony maintaining vehicle or dwelling for a controlled substance, possession with intent to manufacture, sell and deliver marijuana, possession of drug paraphernalia, possession of marijuana greater than a half ounce, possession schedule IV controlled substance.

He was taken to the New Hanover County Detention Facility and placed under a $500,000 secured bond.
